There were no eh-anges,.andthe minutes were approved. 2. The additional floor space adjacent to the present CSHB offices in Key Building was briefly mentioned. It com- prises 1,000 square feet and has been allocated for the use of the CS Historical Board. 3. A question as to the necessity for extending iI contract one year was raised. said he understood it had been extended for 6 months only, which he felt was enough to complete her Congo paper. 25X1 25X1 4. As for the LBJ Library Program, said that 25X1 CIA material to go to Austin is largely Lne less nsitive material; the bulk of CS material will be kept in CIA custody. In answer to said that a 25X1 memorandum giving broad, general categories o information will probably be prepared for the DCI's signature and sent to Austin as an indication of what CIA has set aside for this purpose. added that he had asked to 25X1 decide (1 w ere e LBJ material would be stored and (2) whether it should 11 be ca ded in a uniform system, but had had no response. C said he felt that the material of all four director be kept in one place and all carded by the same method for easy retrieval, adding that he believed that the best arrangement would be under the control of HS/CSG. He said that had been making 25X1 Approved For Release 2006/11/05: CIA-RDP83-007648000300110014-2 Approved For Release 2006/11/05: CIA-RDP83-00764R000300110014-2 25X1 index cards for all the CS material and that we would be wil- ling for her to supervise the carding of material for the other directorates if made the decision. I _j remarked parenthetically that if Professor Ehrmann s recom- mended T/O were approved, it would provide'a curator for the material of all directorates - in effect an expansion of the function of HS/CSG - and that this would be a logical place to house the LBJ Library material. 5. The members then discussed the question of getting the best-qualified people to write our histories and whether returnees were the answer. It was agreed that one must find writers who have had experience in the unit or operation being written up and that if the best-qualified person were an annuitant, he should be hired on contract. cited 25X1 the recent case of for wh e a ried to get a contract to write the history, as he 25X1 was very well qualified, but the request had been turned down. 6. The Executive Secretary reported the tistics on the production of CS histories: Total histories to date Histories completed in 1968 Histories completed this quarter Histories in process in CSHB Histories in process in staffs following sta- 92 45 16 14 and divisions: 89 He then drew attention to the paper he had prepared showing the percentage of completion of the programs of each component.. The percentages ran ed from 0% to 35%. In response to the question, said he believed that the main reason for the differunce in p oduction was the extent to which the com- ponent chief supported the program. I _j recommended that25X1 the number of histories "being worked on in each component be added, as he felt that, too, was a factor to be noted. It was agreed that J I should add this figure. It was also the judgement o e Board that these figures should be a part of the Executive Secretary's six-month report to the DDP. 7 . reported to the Board that Professor Ehrmann had recommen ec a slightly different T/O for the Agency His- toricalStaff; e.g., a Chief, a Deputy'Chief, four historical Approved For Release 2006/11/05: CIA-RDP83-00764R000300110014-2 Approved For Release 2006/11/05: CI -RRDP83T0764R000300110014-2 officers (one for each directorate), a curator, assistant cura- tor, and three secretaries. He pointed out that the only dif- ferences from the present organizations were the addition of a deputy, replacing with three.officers, and making the HS/CSG a serv-LUU U1 mmon concern for the Agency Histori- cal Program rather than only to the CS. said that 25X1 while he had no official word, he expecte rofessor Ehrm _ an 8. The Executive Secretary reported on the status of 25X1 the HS/CSG project to compile and publish chronological list- ings of station chiefs: the AF and WH listings are published, SB has decided not to publish (too sensitive), and the other divisions' listings are between 50% and 90% completed he asked the Board's opinion about using certain CT's on interim assignment for this and other research and writing tasks, pointing out that this would be a good way of having the CT learn more about certain stations in the division to which he was assigned. In general, the Board was of the opinion that the CT would not welcome this type of assignment and that divisions would not favor it. It was agreed that it might be tried, but without much hope of success. 9. lexpressed his appreciation of the Board's decision JUL, 41U CS publications available to Mr. Pforzheimer, but to keep all CSHB papers under control of the CS. 10. The paper prepared by on the history of the CS Historical Program was discussed. While there was a feeling that it could be shorter, it was decided that it would serve the prupose as is, except that "CS" should be used instead of "DDP". 11. suggestion to prepare biographical pro- files of senior CS officers was discussed. It was decided to have a sample prepared for consideration by the Board. 12. The meeting was adjourned at 1600 hours. zxecutive ecreta CS Historical Board 3 S E C R E T Approved For Release 2006/11/05: CIA-RDP83-00764R000300110014-2 Approved For Release 2006/11/05: CIA-RDP83-00764R000300110014-2 STATUS OF HISTORIES 17 APR 1969 Period 13 December 1968 - 17 April 1969 18 - published this quarter (110 histories bound) 79 - in process in Divisions or Staffs 9 - in process in Historical Staff 106 - accounted for 92 - previously published 198 - histories accounted for 13 - numbers cancelled 211 - numbers assigned and accounted for 88 - histories in process 110 - total published 198 - total active number 13 - numbers cancelled 211 - numbers assigned and accounted for Approved For Release 2006/11/05: CIA-RDP83-00764R000300110014-2
