W S E C R E T 6 May 1969 25X11 AIDE MEMOIRE FOR DISCUSSION WITH?THE.DEPUTY DIRECTOR FOR PLANS SUBJECT Decision Requested Regarding Integration of DDP Index Cards With Those of The Other Three Directorates and Access to These Cards, Plus Succession of DDP Personnel Assigned to the Historical Staff and Clear Command Lines 1. Statement of the problem: HS/CSG was set up in 1964 to be a repository for certain CS documents of general inter- est to writers, and index cards on CS documents on all sub- jects deemed to be of importance to individual writers. Thus, most of the 90,000 index cards and 1,600 documents now held by deal with CS subject matter. With Professor Ehrmann s reorganization of January 1969, was named "Curator, HS/HC," with responsibilities for a four director- ates. In Ehrmann's words, it is to be "an all source, Agency- wide index." 2. While this at first seemed like a logical move, it has since become apparent to the Board and me that this move now calls for a policy decision on the following questions which CSHB has asked me to discuss with you: A. Should CS cards and documents continue to be comparted from those of the other three directorates? CSHB believes strongly that they should be. B. Is it advisable for one person to be in charge of the index cards and documents of all directorates? .C. Should we not nngii that the future suc- cessor to be a DDP officer? In ex la nation of item 2C, it should be noted that while is a DDP officer, he is in a DCI slot and directly responsible since January 1969 to C/HS rather than to the Executive Secretary, CSHB, as he always has been pre- viously. Thus, it appears that it would be perfectly possible at some later date for his successor to come from any one of the four directorates, which would leave CS material in the custody of a non-DDP officer, a situation that we feel is not acceptable. 4. It is recommended that you approve the following course of action: A. A separate section be established in the Historical Staff to be responsible for the card indices and documents, as they are accumulated for the other +h "MM directorates. /L+ ,,u ['/V B.
