REFERENCE My Memo Dated 10 June, Same Subject
1. This memorandum will try to clarify the rather
"black and white" impression of paragraph 7 of referent memo,
in order that members of the Board will be better armed to
discuss this and make a decision. (One Board member has al-
ready called me about this.)
2. My solution in paragraph 7 is fairly drastic, and,
perhaps, unfeasible to legislate. It was, however, based on
the fact that no other directorate has prepared a collection
of documents or cards to put into US/HC, and, as far as I am
aware, has not given its consent to either do this, or once

3. A perfectly satisfactory alternative (if the other
directorates agree to the idea and have material to contrib-
ute to HS/HC) would be to havel in charge of four 25X1
(one for each directorate) se ctions of index
cards and documents. In and my opinion, it would 25X1
be perfectly workable to have a epa ate safe for each direc-
torate, and to have him administer these four collections
which could be physically located in his office? The key to
the success of this from our point of view is that it will
always be administered by a DDP officer. Otherwise, a sepa-
rate DDP collection, e.g., HS/CSG, would be imperative.
4. Another factor in this question is location of the
cards and documents. It seems to me that were I from another
directorate located in Langley that I would be much more

inclined to consult documents and cards that were physically
located in Langley rather than in Rosslyn. We find it very
time-consuming, and hence tend to put off a number of jobs
that require going to Langley simply because of the time fac-
tor. We also know that many others in Langley do not come to
our office for the same reason. Hence, it makes more sense
to me for other directorates to establish their collections
where they are located rather than in Key Building, but this
is not problem; my problem is to maintain security for DDP
ma. teria .
5. Thus, as I have stated in paragraph 3, there is a
perfectly satisfactory alternative to complete separation of
/CSG if it is agreed to that a DDP officer will always be 25X1
in charge. What makes me worry about this is that Chief,
Historical Staff said at a meeting I was at the other day that
he felt it would be perfectly all right to replace
with a l officer. I advised him that this would not be live_
ly to have the concurrence of CSBB or the DDP, but I can't say
whether this point swayed him.
