SUBJECT : Proposed Revision of Miss ion and
Functions of Hisstor ca taff
I submit the following comment on the draft you sit
me for review:
This draft assigns outside the Clandestine Service
certain functions which demand special secrecy within the
CS e.g., in sub-paragraphs (b)(1) and (b)(3). I view
this assignment with some trepidation as one of the several
recent steps in the direction of making a clandestine
service less clandestine and more of a piece with the
overt CIA. Although r have no specific amendments to
suggest, r believe the details of the CS-Historical Staff
relationship merit further study.
