1969. He will be sorely missed as his knowledge,
experience, judgement and enthusiasm for the work will
be hard to duplicate. I am quite discouraged about my
failure to convince the DDP and the Executive Director-
Comptroller of the importance to the Program of retain-
ing the superior performers like E:- 1 To
me it is a simple matter of deciding whether we want a
good program or a mediocre or poor one. If we'want a
good one, the answer is to select and then hold on to
good people. The fact that other criteria seem moxj-
important is discouraging to me.
I have requested C/OPSER and C/CSPS to help me select
suitable staff candidates to replace So far
I have no firm candidate but will continue to work on
this.

for the time when a capable writer can be found.
