Approved For ReJ se 2004/111 y , 83-00764R0QJ00020049-4 23 September 1971 MEMORANDUM FOR THE RECORD SUBJECT: Meeting with the Deputy Director for Plans 20 September 1971, 1500 to 1530 hours 1. This meeting was at Mr. Karamessines' request. It was originally scheduled for 16 September but was postponed because of conflicting DDP engagements. 2. Mr. Karamessines explained that he had received and studied the reports we have sent him over the past few months concerning the progress and problems of the CS historical program. He had a clear understanding of where the program would be at the end of the year and the reasons we have not been able to move along more rapidly. It occurred to him, however, that he had not responded to or provided guidance with regard to some of our problems. He asked whether there was any action he should take at this juncture. 3. I pointed out that Mr. Colby would be taking over from Col. White shortly and suggested that it would be helpful if our views concerning the goals and management of the CIA and CS historical programs could be conveyed to Mr. Colby before he accepts and acts on the divergent recommendations and policies of Prof. Ehrmann and Col. White. Mr. Karamessines agreed and said that he would arrange to talk to White and Colby together sometime before 5 October when Colonel White leaves on his extended field trip. He agreed that it would not be desirable for me to accompany him. If Mr. Cunningham were not absent from Headquarters until about 5 October he would have planned to have him participate. He felt, however, that the discussion should take place before Col. White leaves and planned to see them by himself using our talking paper of 8 July. I urged Mr. Karamessines to delay any firm decisions with regard to the continuing historical program until Mr. Cunningham returns and is able to elaborate his own views. I added, however, that Mr. Cunningham had reviewed and was in agreement with recommendations we have submitted over the past few months. A draft memo to division and staff chiefs concerning the continuing CS historical program was submitted to Mr. Karamessines for approval. He requested a minor revision.
