SUBJECT : The EUR Division Historical
Program
REFERENCE DDP Memo of 28 September 1971,
CS Historical Program
1. From the latest quarterly report it
appears that several projected EUR histories will
not be in publishable form by the target date of
31 December 1971. The EUR Division history is
apparently the only one which has not been started;
considerable work has been done on the rest, in
some cases complete initial drafts. The delays
involved in reviewing, editing and revising these
drafts, however, are unpredictable and in some in-
stances are quite protracted. Attached for your
information are lists of the 23 published EUR
histories and the nine which are still projected.
2. The CS Historical Board is now formu-
lating the continuing CS historical program.
Your views as to which histories in the current
program should be carried over into the ensuing
period would be most useful to our planning. Pre-
sumably you will wish at least to finish drafts
that are near completion.
3. We would also like to have your recom-
mendations for any new titles which should be
entered into the new historical program. These
need not and should not be confined to station
and organizational histories. You may wish to
consider papers which cut across station and divi-
sion lines. A detailed examination of CIA's role
in Eastern Europe during the 1955-57 period might,
for example, be worth writing up.

4. Will any of your published station
histories need up-dating during the next two
years?
5. Reduced personnel ceilings will, of
course, limit progress in the historical program
in the months ahead. We may, however, be able to
engage a limited number of qualified annuitants as
writers. We would welcome any nominations you may
have for writers of EUR, or CS history generally.
In this connection, we would also like your estimate
of the relative importance and priority of your
remaining and planned histories in order that we
may properly allocate available 5Xters.
