I see the present production effort as an essential pre- liminary step in the eventual writing of the type historical study you referred to this morning. The compilation of disparate and related historical facts in a logical and sequential format seems necessary and potentially very useful to future researchers. The station- by- station treatment in the C.S. should satisfy this initial requirement. 2. The second step, given the basic source material organized by stations, should follow the topical suggestions you mentioned. For example, historical reporting could be done by continental geo- graphic areas covering Agency intelligence and operational contribu- tions to U.S. policy decisions, military actions, world developments and important contemporary happenings.
