It seems to me that key :points. concerning the CS
historical program and its relation to the overall
program which might be discussed with or require
clarification by the Executive Director-Comptroller,
and by the DCI, are the following:
1. How will the CS be kept informed
as to what CS information is going into
overall Agency historical papers and
those prepared by other directorates?
As matters now stand the DDP does not
normally review those papers outside
the DDP which cover CS operations or
programs, either before or after publi-
cation. This should be made a routine
procedure.
2. To what extent will the DDP be
consulted as to the criteria for access
to such papers? Will the DDP be provided
readership reports on non-CS papers
which cover CS operations and programs?
Again, procedures should be set up to
accomplish this.

3. The CS Historical Board, the
Chief, CIA Historical Staff, and the
Executive Director-Comptroller should
consult on the content of the future
CS historical program but final deter-
mination as to the historical papers
to be written in the C'land'estine Service
historical program should be made by
the CSHB and the Deputy Director for
Plans.
4. We assume and urge that the CS
continue to exercise control over opera-
tional and other sensitive information
held in the CIA Historical Staff, in
Information Services, and elsewhere in
the Clandestine Service.
