The attached study, "Documents and Conspiratorial Addresses from the Archives of the Communist Party of Italy (PCI), 1923," is for your in- formation and retention. It has been prepared to furnish operations per- sonnel with the required understanding of clandestine Communist Party operations. 2. The documents upon which the report is based provide a unique in- sight into the workings of an illegal Communist Party apparatus. Although pertaining to an early phase of the Ccmmunist movement, they are still applicable as documentary evidence of the scope of Communist planning and conduct of secret intelligence, military and communication operations which were segregated from the overt Party mechanism. 3. We solicit any comments on the attached report, and particularly any information which may pertain to the individuals listed in Part Tiro of the study since this is regarded to be the preliminary phase in a series of backtrack investigations "of common concern" to all recipients. 4.
