Annual Report of Measures Being Taken by
the Intelligence Community to Fuhaance the
Nation's Counterintelligence Posture
1. This memorandum suggests action; such action is
contained In paragraph 4.
Z. Attached for your signature are letters to the Assistant
to the President for National Security Affairs and the Chairman,
P$'"IAB forwarding copies of the annual report on counterintelligence
activities by member departments and agencies in response to the
Joint Study Group Report of 15 December 1960. I believe that the
1970 report is incisive and succinct as well as informative.
3. You may recall that last year I requested that the Agency
be allowed to omit the attached report because its usefulness had
been outlived and because it was duplicative. On 23 January 1970
you signed a letter to Dr. Kissinger asking that the report be
discontinued. Dr. Kissinger responded that he would "take another
hard took at the requirement" this year. Accordingly, I have
prepared another letter to Dr. Kissinger for your signature which
again proposes that this report series be laid to rest.
