SUBJECT : Security Threat Posed by Theft of U. S. Mails
REFERENCE Memorandum dated 22 June 1970 to C/PhySD

1. Referenced memorandum cites a memorandum from
Chief, citing threats posed to classified registered mail
due to thefts, particularly in large cities. The rea
was specifically pointed out.
2. The memorandum and its attachment have been
reviewed. Chief, requests that alternated methods be
considered for transmitting material to It is my
opinion that this is an Agency-wide problem and that alternate
methods for country-wide distribution, other than by courier,
should be considered. Due to the magnitude of such an under-
taking, it is suggested that this matter be called to the attention
of the Director of Security for his consideration and appropriate
action.
