SUBJECT: Possible Need for Revision of NSCIDs and
DCIDs
1. In the course of the DCI's meeting with the President's
Foreign Intelligence Advisory Board on 29 July, he undertook to
examine the NSCIDs and DCIDs and report which, if any, of these
required modification. This was in response to the Board's question
as to whether these documents should not be reviewed and revised
"in the interest of providing updated and clear-cut guidance to the
intelligence community."
2. As a result of the discussion, the consensus of the Board
seemed to be that there was no compelling reason for any across-
the-board revision of these documents. Certain specific ones were
mentioned as requiring special attention (see attached excerpt of
Mr. Bross' memorandum for the record, dated 1 August).
3. It would be appreciated if all addressees would examine
NSCIDs and DCIDs which are applicable to their work, including not
only the specific functional ones but the more generalized NSCIDs,
specifically 1, 2 and 3, to see whether in today's circumstances they
make adequate provision for coordination and guidance of the com-
munity, and appropriately reflect a proper allocation of responsibilities.
In order not to incur undue delay, it is suggested that USIB Committee
Chairmen respond to this request as individuals rather than referring
it to their committees.
4. The first step should be to identify any of these documents
which clearly require revision to reflect significant changes and
developments which have taken place since their issuance (e.g.,
allocation of responsibilities for economic intelligence under NSCID 3).

This would involve in the first instance the general consideration
of whether any of them need to be revised, not the specifics of
how they should be changed. Once he has had the benefit of all
of your views on this point, the DCI will be in a position to discuss
this matter, perhaps in an Executive Session of USIB. With respect
to those which will in fact require revision, you could be giving
consideration in the meantime to the specifics of such changes.
5. It is requested that you let this office have by 15 August
your views in summary as to those documents which do or do not
require any change.
