1. Z regret to inform you that we do not consider it
proper to release the papers in the J.I.C. 239 Series for
your inspection. These papers contain the views of the members
of the Joint Intelligence Committee at the time they were
written. At least one paper of the Series is a court reporter's
minutes of the discussion taking place in the Joint Into li-
gence Committee on the controversial subject of the creation
of C.I.A. All these statements were made with the expectation
that their dissemination would be limited to a very definite
group of people. Below is a list of the individuals whose
opinions are recorded in the papers of the J.I.C. 239 Series.

Intelligence Committee has against releasing the JIC 239 Series papers
on the creation of CIA. The members of JIC felt it was improper to
