SIGNIFICANCE: FIRST IDENTIFICATION OF SA-3 MISSILE EQUIPMENT 2. LOCATION: AT 21-54-50N 106-40y10E, 2.8 NM SOUTHWEST OF DONG DANG~NORTH VIETNAM AND 3.5 NM FROM THE CHINA-NORTH VIETNAM BORDER 3. BACKGROUND: THE DONG DANG COMPLEX CONTAINS NUMEROUS STORAGE AREAS AND VEHICLE PARKS USED FOR HOLDING EQUIPMENT DELIVERED TO NORTH VIETNAM THROUGH THE RAIL AND ROAD TRANSFER FACILITIES AT PING HSIANG, CHINA. ONLY A VERY LIMITED AMOUNT OF SA-2 CANISTERS OR EQUIPMENT HAS PREVIOUSLY BEEN IDENTIFIED IN THE DONG DANG AREA. NO SA-3 EQUIPMENT HAS PREVIOUSLY BEEN OBSERVED. 4. FIRST IDENTIFICATION: THIS MISSION 6. MISSION READOUT: AT LEAST 90 SA-3 MISSILE CANISTERS WERE OBSERVED IN THREE GENERAL OPEN STORAGE AREAS ON THE NORTH SIDE OF ROUTE 1B IN THE VICINITY OF DONG DANG TRUCK PARK 4~2. NO ATTEMPT WAS MADE TO CONCEAL THE CANISTERS. NO OTHER SA-3 EQUIPMENT WAS OBSERVED IN THE AREA. HOWEVER, NUMEROUS VEHICLES OR PIECES OF EQUIPMENT IN THE GENERAL DONG DANG COMPLEX COULD NOT BE IDENTIFIED DUE TO LIMITED PHOTOGRAPHIC INTERPRETABILITY.
