SIGNIFICANCE: THIS BRIEFING BOARD DEPICTS THE POSSIBLE ASSEMBLY OF NEW FISHBED AIRCRAFT AND PHOTOGRAPHIC CONFIRMATION OF THE MASCOT (U-IL-28 BEAGLE) TRAINER IN NORTH VIETNAM. 2. LOCATION: 4.4 NM ESE OF PHUC YEN, 11 NM NNW OF HANOI. 3. BACKGROUND: THE FISHBED AIRCRAFT IN COUNTRY COUNT BEGAN TO INCREASE IN MID-1968 DURING WHICH TIME ADDITIONAL AIRCRAFT SHIPPING CRATES (SIMILAR IN APPEARANCE AND SIZE TO THOSE NOW OBSERVED AT PHUC YEN) WERE NOTED AT THE AIRFIELD. AT THAT TIME THE COMPONENT PARTS CRATE (NOW ASSOCIATED WITH THE LARGER AIRCRAFT SHIPPING CRATES) WERE NOT OBSERVED. THE CRATES DURING THIS PERIOD WERE IDENTIFIED AS PROBABLE COLT (AN-2) SHIPPING CRATES AND OBSERVED BEING OFF-LOADED FROM A TRAILER IN FRONT OF THE LARGE HANGAR AT PHUC YEN AIRFIELD. 4. ONE FISHBED POSSIBLY HAS BEEN ASSEMBLED AND IS PARTIALLY CANVAS COVERED AND THE SECOND FISHBED IS POSSIBLY STILL BEING ASSEMBLED. THE TAIL SECTION IS DETACHED FROM THE FUSELAGE AND SETTING TO ONE SIDE. A TRAILER, USED IN TRANSPORTING THE SHIPPING CRATES, IS PARKED NEAR THE HANGAR. NUMEROUS WOODEN INTERNAL SUPPORTS PROBABLY USED IN BRACING AND STABILIZING THE AIRCRAFT PARTS WITHIN THE PROBABLE FUSELAGE CRATES, ARE SCATTERED IN THE AREA OF THE HANGAR. TWO END SECTIONS FROM ONE OF THE AIRCRAFT SHIPPING CRATES ARE NEXT TO ONE OF THE CRATES. A MASCOT (U-IL-28) BEAGLE TRAINER IS PARKED ON THE CROSSOVER LINK AT UTM WJ832468 AND A LARGE AIRCRAFT SILHOUETTE HAS BEEN PAINTED ON THE PARKING AREA OF THE CROSS- OVER LINK NEAR THE BEAGLE. THE NEW CRATE SEEN IN THE USSR, INDIA AND NORTH KOREA MEASURES FEET AND OUTWARDLY RESEMBLES THE KNOWN FRESCO AND COLT 25X1 SHIPPING CRATES. THE NEW CRATE HAS BEEN OBSERVED IN BOTH INDIA AND NORTH KOREA IN ASSOCIATION WITH A SMALLERI FOOT CRATE. THE NEW WAS FIRST SEEN AT OJHAR AIRFIELD, INDIA, THE FLYAWAY FIELD FOR THE NASIK AIRFRAME PLANT. THE NASIK PLANT WAS BUILT WITH SOVIET AID EXCLUSIVELY FOR THE ASSEMBLY AND, ULTIMATELY THE PRODUCTION OF FISHBED AIRCRAFT. LUKHOUVITSY IS THE FLYAWAY FIELD FOR MOSCOW AIRFRA.1 PLANT NO. 30, WHERE FISHBED ARE KNOWN TO BE PRODUCED.
