THIS BRIEFING BOARD DEPICTS A LARGE CONCENTRATION OF RECENTLY RECEIVED
VEHICLES AND EQUIPMENT STORED IlV A DESTROYED ARMY BARRACKS AREA.
2. LOCATION: 2.1 NM SOUTHEAST OF HAIPHONG AND 1.4 NM NORTHWEST OF HAIPHONG~
3. BACKGROUND:
THE DESTROYED AN KHE ARMY BARRACKS HAS BEEN USED IN THE PAST FOR
STORAGE OF SUPPLIES AND SOME VEHICLES. HOWEVER, THIS IS THE FIRST T II~IE THIS
MANY VEHICLES HAVE BEEN OBSERVED IN THE AREA OR ANY OTHER LOCATION IlV NORTH
VIETNAM.
4. MISSION READOUT:
MISSION BOQ 095, 14 MAY lg6g, REVEALS OVER 900 VEHICLES AND PIECES
OF EQUIPMENT PARKED IlV THE AN KHE ARMY BARRACKS. THE VEHICLES ARE OF ALL
TYPES INCLUDING CARGO TRUCKS, TRUCK-MOUNTED CRANES, DUMP TRUCKS, TRACTORS,
BUSES, POL TRUCKS, VAN TRUCKS, TRAILERS, AND HEAVY CONSTRUCTION EQUIPMENT.

5. REMARKS:
THE VEHICLES AT THE AN KHE BARRACKS AREA FOR THE MOST PART ARE NEW
AND IN A GREAT PNMBER OF CASES WERE OBSERVED BEING UNLOADED FROM MERCHANT
SHIPS IN HAIPHONG (SEE COLLATERAL PHOTOGRAPHY).
COLLATERAL REPORTS INnICATE AN IlVCREASE IN VEHICLE SHIPMENTS TO
NORTH VIETNAM SINCE JANUARY 1969 WHEN THE SOVIET MERCHANT SHIP, "VITIM",
ARRIVED AT HAIPHONG FROM VLADIVOSTOK WITH 192 VEHICLES ON BOARD. IT SHOULD
BE NOTED THAT THE NORTH VIETNAMESE HAVE BEEN RECEIVING VEHICLES REGULARLY
IN THE PAST BUT ONLY IN SMALL NUMBERS AND USUALLY AS DECK CARGO. NORMALLY
THESE VEHICLES HAVE BEEN CARRIED BY POLISH MERCHANT SHIPS, ALTHOUGH SOME HAVE
COME ON SOVIET SHIPS. HOWEVER, SINCE JANUARY OF 1969, SHIPS HAVE BEEN
ARRIVIlVG REGULARLY AT HAIPHONG CARRYIlVG VEHICLES AS THE MAJOR ITEM OF CARGO.
SEVERAL OF THESE SOVIET SHIPS HAVE COME FROM VLADIVOSTOK WHICH HAS NOT
NORMALLY BEEN ASSOCIATED WITH VEHICLE SHIPMENTS TO NORTH VIETNAM. AT THE
