SUBJECT Intelligence Support for Dr. Brzezinski
1. In the interest of regularizing and improving our
support to Dr. Brzezinski I have decided to make some
changes to existing White House support procedures. In
the future, intelligence commentary and analysis that is
judged to be significant enough to be brought to Dr.
Brzezinski's attention will be sent by LDX to Bob Gates in
the White House who will forward the material to Dr.
Brzezinski. All such material, as detailed later in this
memorandum, will be funneled through the Office of Current
Operations. Bear in mind that the new procedures will be
effective only if we are discriminating in what we send and
if we do not overload the system.
2. Intelligence material to be passed to Dr. Brzezinski
via Gates will take the form of preliminary comments on fast
breaking foreign developments, advanced copies of selected
NID articles, or typescript memoranda of unusual interest.

NIOs, or the OCO, Senior Operations Officer. Analysts
in NFAC production offices will prepare the preliminary
comments. Items should normally not exceed one page of
single-spaced text; details on background source
material should be kept to a minimum. Spot commentaries
will be approved for release by the D/OCO or the DD/OCO.

SUBJECT: Intelligence Support for Dr. Brzezinski
b. Current Analysis Article: From time to
time, we may choose to send advance copies of
coordinated NID articles to Dr. Brzezinski. We would
do so only in cases where items were of unusual interest
and some advantage would be gained by making them
available in advance of publication. Such articles
will be nominated by production offices and by OCO,
and approved for LDXing by D/OCO or DD/OCO.
c. Intelligence Memorandum: Intelligence
memoranda ("typescript") can cover a wide range of
topics. The main criterion should be that the content
of the memorandum is significant enough that I
personally would want to bring it to Dr. Brzezinski's
attention. I will look to the NFAC production offices
and the NIOs to nominate appropriate memoranda from
among those being prepared in the normal course of
business for the NSC Staff, State, Defense, or other
consumers. Here again, length is important. In the
case of long memoranda we may want to send only the
summary or key judgments. All memoranda nominated
will be forwarded to D/OCO for my approval.
3. One final word. I do not expect, nor desire, that
a great flood of paper will be generated for Dr. Brzezinski.
I am more interested in quality than in quantity.
