William Safire in the New York Times has on two occasions in the past week referrer to a speech by the PRC foreign minister. In his column he belabored the Intelligence Community and Secretary Vance for not paying attention to the speech. Our investigation indicates the speech is probably a black propaganda effort by Taiwan. Secretary Vance has been informed through INR which used our investigative material. 2. NFAC gave briefings on China to Senators Mathias, Lugar and Hart all of whom are on our oversight committee as well as to Congressmen Solarz and Richman. They are all in a group of Senators and Congressmen who have gone to China as part of the facilitated (Government sponsored) exchange pro- gram. with China. Senator Cranston leads the group and they are flying in an US Air Force plane provided by the President. 3. Senator Kennedy whom we briefed has had an impor- tant meeting with the strong man of China, Vice Premier Teng. Teng, although tough on his three conditions, emphasized patience on Taiwan. He reiterated China's strong stand against the Soviet Union indicating normalization would en- hance Sino-US cooperation and dismissing any Soviet move into a post-normalization power vacuum on Taiwan. The Chi- nese made some suggestive comments on the use of the "peace" theme regarding Taiwan.
