1. Action Requested: Please sign the attached memorandum.
2. Background: You asked me to draft a memorandum for
your signature commending the officers who were involved in
drafting the papers for Brzezinski's trip. I'm attaching a

Dr. Brzezinski and his staff, especially Mike Oksenberg,
