SUBJECT: Draft Warning Report: China (27 October 1978)
1. The initial Draft Warning Report on China, dated
27 October 1978, is a highly useful compendium of items on
China currently of concern to the intelligence community.
It lists in detail each of the major problem areas that could
conceivably affect U.S. national interests either directly
or indirectly. It is, therefore, an excellent summary of topics
on which the collector should be alert to major developments.
2. The very comprehensiveness of the paper, however, makes
it less useful as a tasking document for field collectors. The
P report
would be more useful in formulating collection guidance if it
stated more?implicitly the items of priority concern to the
customers that are "likely" as opposed to ".possible."
