Dinner, West Point Association of
Graduates
1. I request approval to speak to the attendees at the
Founders Day Dinner, West Point Association of Graduates on
16 March 1979. The subject will be the US and China, with
emphasis on normalization.
2. I was asked to make the address by General Bruce
Palmer of the NFAC Review Panel, on the basis of my long ex-
perience with China. I am a West Point graduate, Class.::
of 1945, and General Palmer is also a West Point graduate
and the President of the West Point Association for the
Washington area.
3. I do not intend to touch on any matters other than
those which are in the public domain, nor get into sensitive
subjects. My connection with the Agency will be made known
in the context of a Foreign Service Officer detailed to CIA.
4. No costs to the Agency wi1,11 be incurred.
