SUBJECT: Meeting on China at Senator Culver's Residence
On the evening of 11 May a group of Senators (Cranston, D.,
California, Culver, D., Iowa, Chafee, R., Rhode Island, and
Glenn, D., Ohio) met at Culver's home with Executive Branch
members (Oksenberg, (NSC), Armacost (NSC), Gleysteen (State),
Roy (State), and myself to discuss China. The discussion
centered on U.S. policy towards China, the situation in China,
and problems of "normalization". It was a good give-and-take
session. My remarks were devoted to defining the problem, giving
the evidence and developing trends. The State group advocated
movement on normalization soon and presented its reasons. The
Senators, in their remarks, dealt with the problems of Congres-
sional and U.S. public reaction to normalization and to the
issue of Taiwan. This appeared to be a one time session - no
follow up was planned.
