Rowen Chairman, National Intelligence Council SUBJECT: Participation in a Conference 1. This memorandum is to advise you that I plan to attend the International Institute for Strategic Studies' 23rd Annual Conference in Williamsburg, Virginia, from 10 - 13 September 1981. I will be a member of one of the working committees and will participate in the Panel Discussions. 2. My participation is not Agency-sponsored. (a) I am glad to be able to inform you that it has been found possible to give you a vacancy at the Institute's 23rd Annual Conference at the Williamsburg National Conference Center and Hilton Inn from September 10 to 13 and we are reserving a hotel room for the nights requested by you. This will be in the. Williamsburg Hilton.. (b) All meals will be served in the Williamsburg Hilton. 2. PROGMW (a) A provisional programme for the Conference is enclosed. (b) The Conference starts with Buffet Dinner from 1830 to 2000, on September 10, followed by the opening session at 2015- (c) The Conference closes with lunch on September 13. Please take this into account when making plans for your return journey. 3? (a) We hope to send out some of the Speakers' papers in advance. The remainder will be given to you on arrival together with the programme, list of participants, etc. (b) An introductory note by the Director on the theme of the Conference will be sent out in August with the Joining Instructions. 4. COMMITTEES Would you please complete Part 3 of the enclosed form to indicate your Committee preference although we can give no guarantee that we will be able to meet your wishes. It will not be possible for participants to change Committees during the course of the Conference. ARRIVALS 5. Arrival at Williamsburg On arrival you are requested to present yourself at the Conference Office in the National Conference Center. This office will be open from 1000 on September 10 although Conference Folders will not be available for issue until 100. By Car There is ample car parking space at the Williamsburg Hilton. By Train or Bus AMTRAK and the Greyhound Bus Service run to Williamsburg from Washington and New York. By Air (a) There will be a Reception Desk at Richmond Airport. (b) Buses will be arranged to take you direct to Williamsburg. The journey takes approximately one hour. There will be a charge for this and you will be invoiced during the Conference. (c) The approximate time of departure of buses will be given in the Joining Instructions.
