2. On 10 February Hal Ford and I interviewed She told us
that she had been sent to us by Jim Lilley and was interested in the position
of NIO for China. I explained to her that this position no longer existed, as
it had been merged with that for all of East Asia. While she assured us that
her credentials were not limited to China, examination of her publications
record indicated that she was primarily a China specialist. On that basis we
offered her a GS-15 position as a senior analyst in the NIC. We did not
believe she was qualified to be an NIO or indeed to hold supergrade rank
because her expertise was concentrated only on China, because her Washington
experience had been limited to a brief tour in the Library of Congress, and
because she did not have the standing to operate effectively at senior policy
levels. Prior to making her the offer, we consulted Lilley, John Holdridge,
and Ray Cline, all of whom she had cited as references. All three agreed that
she was not qualified to be NIO/EA.
3. Dick's suggestion that she "deserves" a GS-18 position makes me
uncomfortable. Her qualifications are those of a senior analyst for whom the
entry grade in NFAC is at most GS-15. In a conversation about
prior to his memo (in which I gave him the substance of the preceding
paragraph), he told me that we should consider her because, inter alia, she
had been "useful in the campaign." I hope we can keep our professional corps
free of politics.

to you. Her biography is attached.
This talented woman has been in contact with the Agency,
and I trust that she will be considered for a senior position.
It is my understanding that there is concern in the Agency
that she is not adequately qualified to be NIO for China.
Perhaps you would be the best judge of that.
In any event, she deserves a high-level position (GS-18 or
its equivalent) and close consideration.
She is recommended by Jim Lilley, and of course I add my own
strong recommendation.
