ROSTOW Director', Arms Control and Disarmament Agency SUBJECT: Possible Cooperation in Australian Enrichment Feasibility Study.and Plant The matter of possible United States cooperation in an Australian enrichment feasibility study and plant has been under staff-level review in several agencies for some time. To provide the opportunity for timely decision and response to Australia on this matter, a review of the proposal and its advantages and disadvantages should be forwarded for the President's consideration by October 23. This review should be prepared and submitted by the Secretary of Energy and include his recommendations along with those of the Departments of State, Defense, and Commerce and the Arms Control and Disarmament Agency.
