2. At 0900 hours. 15 November 1963, two man and two
attractive young ladies arrived by a station wagon A" a ,Ford
sedan in front of 1016 - 16th Street. The two young ladies
stationed themselves on the sidewalk in front of 1016 - 16th
Street. Each of .the young ladies carried a number of ixrflated
balloons. and a supply of "SpeciaL CIA Issues" of Manacle Magazine.
The balloons were inscribed on one side with the name of the
magazine and an the other with the Words "Special All CiA Issue. "
The young ladies proceeded to distribute the magazines to persons
entering or leaving the building after first inquiring whether or not
they were CIA employees. Apparently copies of the magazine
were given only to those who admitted CIA employment. The two
men positioned themselves near the Gaslight Club, adjacent to
1016 - 16th Street, and proceeded to take motion pictures of the
proceedings. After approximately one hour, the group ceased
their activities and reloaded their 3atlatod balloons into the station
wagon and left the area.
