Please refer to the attached copy of a memorandum from the Director of Personnel to the Deputy Director (Support), dated 14 February 1963, subject as above. .2. We have analyzed the plan proposed by the Director of Personnel and considered its possible use in obtaining engineers for the Technical Division. We are not interested in participating in such a program as: a. It would tie up one or more slots for some five years= b. Unlike TSD and Commo, the main work of the Technical Division is at overseas locations, and it would not be feasible to send an unqualified GS-3 or GS-4 trainee to various foreign Stations and Bases simply to receive on-the-job training as any contribution he could make would be but minimal. Too, we could not condone the security risk involved in exposing these trainees to covert overseas installations and operations when there is no assurance that they would remain with the.-.gency; c. To institute a program to train these people at Headquarters would take the greater part of the time of one or more qualified technicians whose services would be sorely needed in making routine inspections overseas. The stated Army retention rate of 70% would probably not be applicable to an Agency program as the military would be in a position to use pressures connected with the draft. We have, I believe, two engineers trained by the military under such a program who desired a change after receiving the training offered. Too, we have noted applications from others who participated in the military program. 3. In the event a surplus of engineers results from the participation of TSl7 and Commo, as mentioned as a possibility in pargaraph 7 of the referenced letter, an effort should be made to obtain some of these for the Technical Division. After a short period of indoctrination and training these would become fully qualified to perform inspections on a world-wide basis.
