1. The following is furnished for your information and
suggests action on the part of your Directorate.
2. In connection with the Agreement Between the Parties
to the North Atlantic Treaty for Cooperation Regarding Atomic
Information (144b Agreement) pursuant to Section 144 (b) of the
Atomic Energy Act, international headquarters will be permitted 25X1A
to inspect under their auspices compliance with security
regulations as incorporated in an Annex to the above-cited Agreement.
3. The net effect of this Agreement would seem to me to
require us to set up an regietry, separated from our
normal registeries which this international inspection team could
inspect. This presupposes, of course, that we have received
25X1A. documents through the NATO system.
4. I would like to discuss this with you further if we have
any such.documents.
