Gambino CIA Member, DCI Security Committee SUBJECT : Definition of "Extremely Sensitive Information on Foreign Intelligence Sources and Methods" REFERENCE : Memorandum for Chairman, Security Committee from Chairman, Compartmentation Sub-Committee dated 10 September 1976 1. This Office does not concur with the proposed revision of the Subject definition. The meaning of intelligence as stated in Executive Order 11905, Section 2 Definitions, paragraph (a), encompasses foreign intelligence and foreign counterintelligence, and provides mutually excluding definitions for both. The insertion of the word "foreign" then would exclude counterintelligence from the provisions of the proposed DCID which we believe is unacceptable. It is suggested that the phrase be amended to read, "extremely sensitive information on intelligence sources and methods." 2. This Office also believes that the proposed subparagraph (as subparagraph F to paragraph 3) contains language too vague, i.e., "dee_~ knowledge," to receive uniform interpretation and app~ication. In addition, since an intelligence source or method may possibly be derived or deduced from knowledge of the product or "take," it is suggested that the following be added to the listed categories: Information derived from an end product that .would reveal intelligence source or method. 25X1A Robert W. SUBJECT Definition of "Extremely Sensitive' Information on Foreign Intelligence Sources and Methods". REFERENCE SECOM-M-194 1. At the Security Committee meeting of 21 June 1976, the Chairman asked the Chairman, Compartmentation Subcommittee, to have his Subcommittee begin considering those certain categories of SCI that would require restrictions being placed on travel. This charge was given to the Security Committee by the DCI subsequent to initial consideration by the NFIB of the proposed new DCID on "Security Policy Concerning Travel and Assignment of Personnel with Access to Sensitive Compartmented Information". 2. Pursuant to this task, the._Compartmentatjp_n_ Subcommittee submits the following recommendations for consideration: a. In the SECOM version of paragraph 4., DCID 1/, the phrase, "extremely sensitive information on source any: methods" be changed to read, "extremely sensitive information on foreign intelligence sources and methods". b. The following definition be added to:- the draft.DCID 1/_ as subparagraph f., to paragraph 3. Definitions: "f. Extremely Sensitive Information on Foreign Intelligence Sources and Methods.
