Approved_.,Wr Release 2001/03/06 : CIA-R[ 3B00823R000100080004-5 2 LCs MEMORANDUM FOR: Chairman, DCI. Security Committee FROM Robert W. Gambino CIA Member, DCI Security Committee SUBJECT : Definition of "Extremely Sensitive Information on Foreign Intelligence Sources and Methods" REFERENCE : Memorandum for Chairman, Security Committee from Chairman, Compartmentation Sub-Committee dated 10 September 1976 1. This Office does not concur with the proposed revision of the Subject definition. The meaning of intelligence as stated in Executive Order 11905, Section 2 Definitions, paragraph (a), encompasses foreign intelligence and foreign counterintelligence, and provides mutually excluding definitions for both. The insertion of the word "foreign" then would exclude counterintelligence from the provisions of the proposed DCID which we believe is unacceptable. It is suggested that the phrase be amended to read, "extremely sensitive information on intelligence sources and methods." 2. This Office also believes that the proposed subparagraph (as subparagraph F to paragraph 3) contains language too vague, i.e., "dee_~ knowledge," to receive uniform interpretation and app~ication. In addition, since an intelligence source or method may possibly be derived or deduced from knowledge of the product or "take," it is suggested that the following be added to the listed categories: Information derived from an end product that .would reveal intelligence source or method. 25X1A Robert W.
