Appro For Release 2002/05/01 : CIA-RDP8823R000100100021-3 A io S ~Oa3h~Oa3X 7 AP; 1965 MEMORANDUM FOR: Executive Staff C/SRS DD/IOS DD/PPS C/SSC Implementation of Recommendation No. 17 of the Office of Security Survey Report, March 1965 "That the development of information on members of the press to find sources of leaks to the press be made the responsibility of SRS on a continuing basis and that SRS service the requirements of OS components in this regard as relates to unauthorized disclosure cases. " In order to most effectively carry out the responsibility of Director of Security as concerns possible unauthorized disclosures, the following policies, procedures and responsibilities are established immediately: a. Ascertain by substance if an unauthorized dis- closure actually exists. c. Determine the extent of damage resulting to intelligence sources and methods and activities. d. Maintain liaison with operating components in the Agency and the community, as appropriate, on substantive matters. e. Establish investigative requirements for the conduct of investigations by SRS into unauthorized disclosures. f. Upon completion of investigation, prepare over- all damage assessment reports and recommend further action to the Director of Security as appropriate. 2. SECURITY RESEARCH STAFF a. In accordance with requirements to be set forth by the Executive Staff or the Director of Security, SRS shall be responsible for: (1) Serving as the focal point in the Office of Security for the conduct and direction of investigations of unauthorized disclosures. (2) Chairing or serving as CIA repre- sentative on interagency investigative working groups as appropriate. (3) Developing on a_continuing basis back- ground and other pertinent data on members of the press of concern to--ascertain sources of unauthorized disclosures. (4) Furnishing investigative results and other data developed to the Executive Staff and the Director of Security. SRS will maintain results of sensitive investiga- tions conducted and will perform necessary indexing of information developed utilizing appropriate procedures to protect sensitive information. c. SRS will, as appropriate, call upon Area Security Officers, the Special Security Center and DD/IOS to assist in the conduct of investigations of unauthorized disclosures. 3. REPORTING OF POSSIBLE UNAUTHORIZED DISCLOSURES All professional Office of Security, personnel, including Area Security Officers, will continue to submit to the Executive Staff items which may be considered to be possible unauthorized disclosures. owar .
