The new liberalized retirement benefits for Secret Service and FBI personnel mentioned in referent memorandum were intro- duced in bill form on 2 June 1971 (H. R. 8836) by Representative David Henderson (D., N.C. ). 2. The benefits are similar to the sweeteners added to the District of Columbia Policemen and Firemen's Retirement Act in October 1970: a. retirement after 20 years of service regard- less of age (compared to age 50 in our Act); b. pensions of 50% of average pay after 20 years, increased by 3% for each additional year or 80% after 30 years (compared to 40 and 60% at the 20 and 30 year service mark under our Act); c. inclusion in average pay, for pension com- putation purposes, of premium pay on an annual basis for irregular, unscheduled overtime, night and holiday duty (5 U.S.C. 5545 (c)(2)); d. lump sum payment of $50, 000. 00 to survivors in performance of duty death cases if elected in lieu, of FECA compensation. In checking with a responsible professional staff member of the Subcommittee which would consider this measure, we were informed that the prospects for favorable action were not bright. On the other hand, it had been earlier reported to us that the Director of the FBI had been assured that the President would support an FBI move to acquire the above benefits. 4.
