MEMORANDUM FOR: Director of Security
SUBJECT : Agency Support to the U. S. Secret Service
1. Attached is a suggested memorandum for your signature
to of the Office of General Counsel. As you are aware,
this Office and other components of the Agency are currently
lending support to the Secret Service at the Republican National
Convention. Therefore, the Office of Security and the Agency,
to all intents and purposes is, in fact, lending support under the
terms of the new agreement.
2. Although the possibility exists that Special Agent manpower
would be drained by requests from the Secret Service for assistance,
it is pointed out that once the Republican and Democratic candidates
are selected, this would then entail the protection of only four
additional people., At this point, it is not possible to predict whether
or not the Secret Service will ask for CIA security agent assistance.
However, since we are already lending support and in order to make
the terms of the agreement more meaningful, it is recommended that
OGC be requested to amend the terms of the original agreement to
include Presidential candidates.

it would be appropriate to amend the Secret Servic
Agreement. The Director of Security told him to
do so.
When memo from OGC was received, it
as forwarded to Staff Chiefs and :DD's for com-
ent to determine an OS position. General corn-
ent was, because of our limited resources, not
the amend the Agreement as we could best assist
Secret Service under our current arrangement.
