MEMORANDUM FOR: Deputy Director of Security (IOS) SUBJECT : FPM Letter No. 736 Full Field Investigations on Competitive Service Employees and Applicants for Critical - Sensitive Positions) 1. Reference Letter established minimum standards covering the scope and coverage of full field investigations for critical - sensitive positions, such standards to be binding on all agencies which make competitive appointments and which conduct full field investigations in connection therewith. 2. Attached is a copy of a memorandum dated 25 October 1968, in which ID commented on FPM Letter No. 736 in relation to our own investigative policies and procedures. It is my opinion that we operate under the same general guidelines as set forth in FPM Letter No. 736. Our coverage in many cases will be more comprehensive in scope, but will not go beyond the limits established by FPM Letter No. 736, which permits expanded coverage where circumstances so warrant. It is therefore felt that there is no.necessity for issuing any new regulations or directives with respect to employment-type investigations. However, in order that we might be completely above criticism, it might be a good idea to incorporate FPM Letter No. 736 into the Agents Manual together with an explanation that while this agency does not technically come under the Approved For Release 2000/09/09E6j P83B00823R0001001 GROUP 1 991 04utomatlc a felfTif and [1Icofl Apps ved for Rel* 2000/09/02: CIA-RDP83B00'000100150016-4 provisions of the FPM Letter, the agencies whose covers we use do, and therefore we should be guided by these provisions and should make certain that our investigations are not in violation thereof. 3.
