The Chairman opened the meeting by advising the Members of
the appointment of
as t _e Committee Secretary
and noting the imminent retirement of
Col. Moritz, the Air Force Member. The Members unanimously
for his work as Secretary of the Committee.

The Minutes were approved as circulated.
2. DCID 1/14
Mr. Osborn characterized the draft changes to the DCID
produced by the working group as a fine document, but noted that
it would not completely satisfy certain internal requirements. The
Chairman then suggested several modifications of the working
group's draft, and opened the matter for discussion.
In the extended discussion which followed, all Members
expressed their opinions on the draft changes and noted their impact
on .DCID 6/3. At the conclusion of the discussion, it was agreed to
accept the working group's draft; to maintain U.S. citizenship as a
non-waive rable criterion; to strike the word "marriage" from
paragraph 3(2); to add "physical, m

making the exception" to paragraph 5; and -o incorporate in paragraph 5,
the NSA wording concerning the necessity of complete background
investigations .
The Chairman directed the Secretary to coordinate the final
draft telephonically with the Members and to inform
of 25X1A9A
SIGINT Committee of the need for rapid concurrence in this matter.
3. ADP
The Chairman asked the Members to comment on their
reactions to the problems posed by
presentation at the 25X1A9A
last meeting and inquired whether they thought Committee action was
indicated. Lt. Col. Bricka, Air Force Alternate Member noted that
the Joint Chiefs of Staff had directed the services to face the ADP
security problems and felt that the time was appropriate for the
Committee to involve itself. Mr. Dinan, Navy, noted that the New
Information Handling Committee (IHC) of USIB had certain security
responsibilities in its charter, but the Chairman pointed out that
the IHC might not fully realize the scope of the security problems
involved in ADP.

to consider ADP security problems. IvIr. Osborn
also stated that he will discuss the problem with the USIB Secretariat

1. The Chairman suggested that DIA, for the military services,

final report of TSCC to see whether attaches were
involved, and to advise the Secretary.
2. After some discussion over how many copies of "Where's
Vi""hat, " each Member might want, the Chairman volunteered to absorb
the cost (approximately $2, 500.) of printing 600 copies.
3. Referring to prior Committee concern over a uniform PHS,
the Chairman stated that Dr. Elliot Cassidy, DoD, was still interested
in pursuing the subject, but the Members agreed that it was not
currently feasible and allowed the study to die.
