In moving toward a final disposition of the Dulles papers, I invited Commanding Officer of OSS, to examine that portion of the Dulles papers dealing with his OSS activities. 2, following a cursory examination of the papers, in icatec t at they mainly contain notes and backup data which appears to have been used for the basis of formal communi- cations to OSS headquarters. After some discussion, we agreed that it would be advisable to keep the Dulles papers in tact for a period of at least three years and then consider breaking away the OSS portion for permanent retention with the OSS files. The advantage of this concept lies in the fact that if any question as to the contents of the Dulles papers arises it will probably occur during that period. The resolution of such questions might be simplified if such a course is followed. 3. I asked if our forwarding the Dulles papers to the CIA Records Repository at would meet with his approval.
