Dear Mrs. Dulles:
I am enclosing a file pertaining to Allen's article on
the Bay of Pigs. As you will see, there are a number of drafts
but on top we have put one on plain white paper which has the
word "final" on it and one on lined yellow paper which appar-
ently is the one edited by Harper's Magazine, Inc. You will
see a good deal of notation in Allen's handwriting, and it would
seem this is the one they were considering for actual publication.
Unfortunately, there are two pages missing in this version,
which is noted on page 31. Probably these pages could be re-
constructed from some of the other drafts if needed.
There is no security problem involved in this draft
article, although General Cabell, who has reviewed it, has
suggested editorial changes which are in his handwriting on
pages 9, 13, and 22. They do not change the substance, and
I believe they are a slight improvement.
You will note in the file a letter from Allen to Harper's,
stating that he had decided not to publish at that time. As
nd I discussed with you, we are not sure what
his reasons were for withholding publication, but after thorough
review here, there is no reason from the Agency's point of view
why publication should not be considered. In this connection. I
am also enclosing an exchange of letters between Mr. Louis F.
Comus, Jr., of Sullivan & Cromwell, and Doubleday & Company,
Inc. , which recently expressed an interest in this article. If

publication is considered, however, I assume you would want
to start with Harper's in view of the work they put in on it
earlier. We have no position in this regard, and leave this
to you and Mr. Pierce.
We are proceeding with the review of the rest of the
papers, but this draft article seemed to be a specific item of
possible current interest, so we are handling it separately.
