A close analysis of these "unclassified" papers from the DCI chrono files of correspondence for the years 1951-61 which Mr. Dulles had at his house show them to consist of the following eleven categories (roughly): (1) Contacts to private people taking trips abroad, especially to Russia, who offered to report on what they saw, or did so after they returned. (2) Recommendations by private persons of others for jobs in CIA. Arrangements for interviews for job-seekers. Inquiries about how relatives em- ployed by CIA were coming along, etc. (3) Private persons volunteering security information about persons suspicious to them. (Some high-level ones here such as (4) Private persons proposing plans and projects for CIA. (5) Social contacts, invitations, etc. , by persons not in CIA but involving Agency personnel, e. g., and (6) High-level members of U. S. Government, executive or legislative, sending or receiving information and reports out of channels. (8) Personal notes to and from DCI to or regarding high-level people in CIA--Wisner, -etc. STATINTL (9 ) Notes to and from public figures not necessarily in government, or well-known journalists, making reference to matters of security or intelligence, viz. Norman Thomas, Walter Lippman, Richard Harkness. (10) Personal contacts asking for favors for themselves or others in regard to visas, passports, naturali- zation, immigration, etc. (11) Introductions for traveling friends and relatives to CIA personnel overseas. 2. All of this correspondence was written in the office, if outgoing; most of it received there, if incoming. Much of the outgoing material was actually written for the DCI by various assistants: - ATINTL etc. The incoming material obviously bore no classification stamp, since private persons would use no such stamp. Similarly, the outgoing letters to these private persons bore no stamp; otherwise, as private persons, they would then have been in possession of official government correspondence. But all of this material, except for a very small amount of it, clearly concerns government business or what later became or might have become government business. 3.
