SUBJECT: Allen Dulles Estate Records
1. Mr. Larry Houston received a call from W. Carter
Bowles this morning. Bowles stated that Mr. Metzdorf is in town
and that they would like to come out to the Agency in order that
Metzdorf could complete his inventory. Mr. Houston asked that
I meet them and handle the visit.
2. I met Messrs. Bowles and Metzdorf in the Main Reception
Room. Mr. Bowles stated that he could not stay but that he was
anxious for the necessary determinations in connection with the
Dulles papers to be made as expeditiously as possible in that the
court is "breathing down their necks. " I stated that the Category
III as previously identified and defined by Mr. Houston is no longer
in existence as reported in one of Mr. Houston's memoranda to
Covington & Burling. I also told him that the papers are now in the
process of receiving a final examination in order to determine which
of the papers constitute government property and therefore would
be retained by the Agency.
3. Mr. Metzdorf and I proceeded to the papers which as of
this time can be returned to the estate subject to final examination
25X1A9a by Mr. Metzdorf stated that he was interested in
seeing only those papers of Category III which have been determined
to be nongovernment property and unclassified. I called 5X1A9a
to determine where in the four file cabinets he placed these papers.
During this calling process Mr. Metzdorf remarked that he certainly
25X1A9a hopes that kept these papers together so as to make them
readily identifiable, because it is mandator that his report be in the
hands of the court by 30 November. After dentified the25X1A9a
folder containing those papers of current interest to Mr. Metzdorf,

I asked him if he would like to speak to He did and 25X1A9a
appeared completely satisfied that he has been given access to the
necessary papers.
4. I then advised Mr. Metzdorf that subsequent to his
appraisal, an Agency representative examined the records and
extracted some papers which bore a security classification. I
asked him if he would like to see these papers. He answered
affirmatively in that he may have included them in his appraisal;
if so, it would be necessary for him to exclude them from his
final report. I then made available to him five manila envelopes
containing classified papers as follows:

5. I called Mr. Houston and advised him of Mr. Metzdorf's
comment concerning the necessity for his final report to be in the
hands of the court by 30 November. I also told him that I stated
to Mr. Bowles that the papers are now in the process of final review
to determine if any of them are, in fact, government property and
must be removed. I apprised Mr. Houston of the comment made by
Mr. Bowles to the effect that the court is ''breathing down their necks"
in order to complete its action in connection with the Dulles estate. I
suggested to Mr. Houston that a memorandum from him to Covington
& Burling may be in order in that any changes in the appraisal subse-
quent to court action would, no doubt, be much more difficult than
before that point in the proceedings. Mr. Houston felt that a memo-
randum would not be necessary but that he would again reiterate our
position in a conversation with Mr. Bowles within the next few days.
