EAB has studied this as thoroughly as possible in the few
hours allotted. I believe that the Office of Security should
go on record as being opposed to CIA sponsorship of the
proposed organization. It would present a vulnerable target
for the opposition, our Congressional detractors, the news
media, disgruntled former employees, and DL'd applicants--
plus creating a source of continuing problems for administrative
and security monitoring. The benefits do not justify the risks.
