MEMORANDUM FOR: Chief, Executive and Planning Division
SUBJECT : Data for Inclusion in OS Reply to
Implementation of OMB Circular A-44
(Revised), dated 16 February 1970
1. In accordance with the request contained in your memorandum
of 13 November 1970 as modified by DD/S 70-4530, dated 16 November
1970, this Staff has only one item to report under Section I, "Manage-
ment Effectiveness Goals", and submits a negative report on Section II,
"Cost Reduction Goals".
2. The attached memorandum from the Chief, Training Branch,
A&TS itemizes a change in the scheduling and timing of the Security
Education Program and has resulted in one Training Officer being able
to give the entire Program where two were previously required.
This change has not resulted in any cost reduction in our overall
training program but it has increased the management effectiveness
by releasing a Training Officer to participate in other briefings and
training requirements.
