MEMORANDUM FOR: Chief, Policy and Plans Group
SUBJECT Office of Security Monthly Report
1. Forwarded herewith are the statistics for the
Personnel Security and Investigations Directorate (PSI)
for the month of July 1975.
a. Total Clearance Division receipts for
July 1975 increased by 119 cases as compared to
June 1975 (1719-1600); field receipts decreased
by 160 cases (519-679). Total completions for
July increased by 68 cases as compared to June
(1849-1781); field completions increased by 30
cases (739-709). Total pending cases for July
were down 202 cases as compared to June (2341-
2543); field pending cases were also down 288
cases (1115-1403).
b. Figures concerning covert receipt cases
for July showed a slight increase of 11 cases
(719-708). The pending SAA's for July were down
81 cases as compared to June (419-500). ISS f
IST receipts for July increased by only four cases
as compared to June (256-252); completions de-
creased by 103 cases (272-375). Pending ISS &
IST cases for July were down 16 cases as compared
to June (607-623).
c. July receipts for reinvestigations de-
creased by 28 cases as compared to June (8-36).
Reinvestigation completions for July increased
by 49 cases as compared to June (76-27). Pending
reinvestigations for July were down 68 cases as
compared to June (144-212).
2. Trends noted during the reporting period include:
a. Reinvestigation polygraph examinations are
continuing with testing of GS-14 officers from the
Office of Security. To date 40% have been completed
with a contemplated completion Eate of 31 August 1975.

b. Receipt of manuscripts from ex-employees
seems to be increasing in numbers; each are re-
quiring increasing man hours to process as the
individual manuscript requires liaison with an
increasing number of Divisions and Offices.
2. Highlights for the month include:

(1) Two Headquarters examiners were dis-
patched on TDY's in July.

(4) During this reporting period there
was a slight reduction in the number of staff
applicant cases handled by IB (220 to 208)
but at the same time an increase in the number
of RIP cases handled (28 as compared to 10 the
previous month). Reinvestigation polygraph
for OS GS-15's and above was completed on
15 July. The reinvestigation polygraph for
GS-14's within the Office of Security began on
28 July and planning calls for two repolygraph
interviews daily. The average number of cases
handled per man during the reporting period is
1.9 with a report rate of 50%.

c. External Activities Branch
(1) Assistance was provided to Office of
25X1A Legislative Counsel on in the prepara-
tion of Mr. Colby's presence before the House
Sub-committee on Postal Facilities, Mail and
Labor Management of the Committee on Post Office
and Civil Service.
(2) Manuscripts submitted by various ex-
employees were in the pipeline being processed
through interested Divisions and Offices:
