MEMORANDUM FOR: Chief, Soviet Bloc Division
SUBJECT : Travel of CIA Employees to the
USSR and Eastern Europe
REFERENCE : SB Memo dtd 17 May 74, Same Subject
1. Referent requested comment and concurrence of
the Office of Security on guidelines proposed by your
office relative to the topic.
2. These guidelines are much in harmony with our
own thinking on these matters and when implemented will
serve to complement present Office of Security procedures
concerned with foreign travel. Additionally, in response
to your suggestion, this Office will initiate the necessary
action so that we may be advised of the existence of any
retaliatory situation. Such information will of course
be considered in the review and assessment of the traveler's
request.
3. As you are aware, this Office has been actively
supporting the principle of affording the traveler a
defensive briefing. I am encouraged by the recent arrange-
ments whereby representatives of the Office of Security
and your office participate jointly in the briefing of
travelers to the Soviet Bloc area., It appears to be a
most satisfactory means of accomplishing our mutual goals
in this regard.
