The thrust of referrent is primarily directed to non-official or private personal travel performed by Agency employees to the Soviet Bloc and East Europe area. It contains a practical set of.guidelines which appear to be entirely reasonable and should be acceptable for adoption Agency wide. The guidance offered would be applicable in most private travel situations for which an employee is seeking approval. 2. It is to be noted that in paragraph #4 of the attachment to referrent, mention. is made of (a) ascertaining, probably from the FBI, if a situation exists for. Soviet retaliation and (b) disapproving requests for private travel to the Soviet Bloc of employees born there or having close relatives in that area. With regard to the former, it would be particularly helpful if EAB could be directly informed should it become a Branch responsibility to monitor these situations. Would this information flow from CI Staff or directly from C/OPS/PSI? Obviously it would be useful in EAB's security assessment of an individual's request. This memorandum discusses travel of Agency employees into the USSR and Eastern Europe (EE) countries, and includes guidelines for review of such requests. These have been re- viewed by and have the concurrence of SB/IO, SB/SI and SB/SO. 2. Background: With detente, growing numbers of Agency employees and ependents desire to take advantage of chances to travel to the USSR and EE. There is also increasing interest by some Agency elements to sponsor and pay for such travel as area familiarization and orientation. The risks involved have long been recognized and therefore, such travel has not only been regulated, but generally discouraged. However, provided we adhere to careful review and briefing procedures, there is no general reason not to permit some increase in such employee travel.
