MEMORANDUM FOR THE RECORD
SUBJECT: Physical Security Proficiency of OS Careerists
1. At a recent combined meeting of the Long-Range Planning
Group and the Management Advisory Group, the desire and need for
physical security proficiency on the part of OS careerists was dis-
cussed. One of the proposals to broaden this proficiency was for
OS careerists, on a selective basis, be afforded an opportunity for
two-week assignments to the Physical Security Division. These
tours to be along the general idea of active duty tours in the reserve
program during which time the assignee could observe the operations
of the Physical Security Division and obtain such hand skills in the
area of safes and locks as would be beneficial. At the 18 January
meeting of these two groups, the subject was again discussed. This
time consideration was given to the fact that the Office of Security
will be staging a physical security course between 2 and 20 April
1973. This is an annual course put on for the benefit of Security
careerists who are scheduled for imminent overseas assignment.
It was generally agreed by the participants of the meeting that such
a structured approach would be more beneficial to the careerists
involved and that it would be less disruptive to the operations of the
Physical Security Division. It was also concluded that attendance
would be beneficial on the part of careerists who are attempting to
broaden their professional capabilities and those whose duties encom-
pass physical security considerations outside the Physical Security
Division itself.
2. On 19 January the practicality of enlarging the enrollment
of the physical security course was discussed with the Chief and Deputy

of A&TS and the Chief, Training Branch, A&TS. The problem of
enlarging the membership immediately is identified by the fact that
the portion of the course dealing with locks and safes is limited by
the space available for this training in the laboratory of the Physical
Security Technology Branch. It was determined that this problem
could be solved by establishing a "parallel track" structure for the
class--one group to take the safes and locks training at the beginning
of their course, the other at the end. Under such an arrangement,
it was concluded that ten careerists other than those destined for
immediate overseas assignments could be accommodated.
3. It was concluded that the Training Branch will circularize
OS careerists to advise them of the opportunity to take the physical
security course, stating their reasons for wanting to attend. The
applications will then be considered by the Career Board if the number
exceeds the ten positions allocated. If less careerists make applica-
tion, the Deputy Director or Staff Chief concerned will be the approving
authority.
