I have just finished reading your several contri-
butions on the subject of communications. The final form and content of
what Mr. Coffey sends forward has not been fixed, but I want to say a
personal word .... and if this be Support chauvinism make the most of it.
Without exception, your notes reflect a sensitivity and an awareness
which, if equaled throughout the Agency, would minimize the communi-
cations problem, whatever that means. Your various Offices have used
various devices. You have described your attitudes and practices in
different words, but basic intent is common. Feeling as you know I do
on the subject myself, I thoroughly enjoyed reading these papers and
drawing from them a response Mr. Coffey might make to the Executive
Director. I am suggesting to Mr. Coffey that he provide each of you
with a copy of his memorandum to Colonel White, but, in addition, I
am personally of a mind to reproduce your individual contributions and
distribute the whole package to each of you on an Eyes Only basis. If
any of you would prefer that I not do this with your particular paper,
please let inc know.
