MEMORANDUM FOR THE RECORD
SUBJECT: Task Force for Reorganization
1. At the meeting of 26 April 1973, there was dis-
cussion and general agreement on the following points:
A. Chief, ACTS would withdraw his formal
memorandum of dissent rather than submit it to
the Director of Security.
B. There was an exchange of write-ups, on
the organizational structure, with Messrs
25X1A and handling DD/PSI, and Messrs.
25X1A handling DD/PTOS. Most
items were approved with slight modifications.
C. will handle the write-up
on the new Plans Programs, and Administration
25X1A Staff, whereas will handle the write-up on
the Executive to f.
D. volunteered to have his
25X1A girls put the entire package together.
E. It was agreed that we would meet the
following day for a final wrap-up session before
the final report is assembled.
25X1A 2. Met with on some aspect of this program
on 27 April, and he expressed some concern about a formal
dissent. Told him to proceed as he considered appropriate,
and the main purpose was to give the Director of Security a
complete package and let him make a final decision. He was
inclined to go along with the memo on this basis. In the

course of the discussion, he expressed the concern that
his replacement is in for a GS-16 and a key point is that
one 16 can't logically report to another 16. Again, I
expressed the view that he should not cut the slot, and
let the Director of Security decide this touchy issue.
(The obvious solution would be to have it go to the DD/OS,
which resolves many problems.)
