At the meeting of 17 April 1973, indicated that he had discussed the slot cut with the Director of Security, who a reed that the Task Force should aim at the new figure ofjW There was the follow- ing explanation of this figure: Congressional ceiling of DD/M&S DCI revised ceiling of DD/M&S Total cut in DD/M&S Percenta e average cut 25X1A gives the OS cut New OS ceiling by end FY 1974 2. The various members then presented their organ- izational charts and there was a preliminary discussion as to the approach that would be taken by the Task Force. It was found that there was often general agreement on overall concepts--a realization that specific policies and proce- dures should be revised. There was a full and complete exchange of views and most of the individuals revised their own specific positions on minor points. 3. arlier indicated that he would prefer not to participate in substantive aspects of the reorganization plan, and it was generally agreed that his most significant input would be in the second phase of the exercise, after an organizational structure was agreed upon, and we would have to come to grips with the personnel TO. Executive Officer having Support elements, Plans and Programs B. Two Deputy Directors, with DD/PTOS having Special Assistant (IHSS) C. The two Assistant Deputies would become Chiefs of Ops. D. Under PTOS, Physical Security with 4 branches (Ops, OSS, BSB, Safety). E. Under PTOS, Tech Division, as is. F. Under I$PS, Security Records and Communications Division, as is, with RMO and Special Facilities Desk). G. Under IFPS, Support Division, as is, with Alien Affairs, Employee Activity Branch, PSD Special Assistants and Headquarters Support. H. Under I&PS, Investigations & Clearance Division, there would be Adjudications Branch (IOS & PS), Requirements Branch (IOS & PS) and Analysis Branch (SRS, IOS, C1 Br & Polygraph). ould be under Chief, Operations 2. Executive Staff having Admin, Plans, and Special:: Security Center. B. Two Deputy Directors, with #2 being Chief of Operations. C. Under PTOS, Physical Security, with BSB, Survey, Safety (3 Branches). D. Under PTOS, Tech Division, with locks, alarms, audio countermeasures. E. Under PTOS, Chief of Ops, Overseas Security and Area Security Officers. F. Under PSI, Security Records & Communications, as is, plus SRS. G. Under PSI, Evaluations Division, covering all clearance actions. H. Under PSI, Data Collection Division, IRD, Investigations, EAB, Support Branch, and PSD Special Assistants. 4. A. Basically an Executive Staff having ACTS, and ES functions. B. Two Deputy Directors, with Deputy Director for Personnel, Investigations and Ops Support having a field office coordinator. C. PTOS would have an IATC to handle area and overseas security officers. D. Under PTOS, Physical Security with BSB, Survey and Safety. E. Under PTOS, Tech Division, having 4 Branches, including Development Branch, Operations Branch, IPMS Branch, and Computer Security. Under PI&OS, Requirements Division, coverning SR&CB, Case Assignment Branch, Polygraph, and Liaison. G. Under PI$OS, Evaluations Division, covering all type clearance actions, plus Security Research Staff functions. H. Under PI&OS, Operational Support Division, basically as is, and including EAB, and PSD Special Assistants. A. Basically a split, with Executive Officer having the Special Security Center, and Management and Admin (A$TS) having plans. B. Two Deputy Directors, with special units assigned to the #2 man. C. Under PTOS, three Divisions--pretty much as is. D. Under PS&I, four divisions, including Personnel Security Division handling all clearances. E. Under PS&I, a Support Division, handling all support.
