MEMORANDUM FOR: DD/PTOS 25X1A
1. The captioned regulations have been reviewed by
this Staff as well as by security officers assigned to the
various contracting teams in other components.
2. With the caveat clearly stated that the procedures
set forth in these regulations are applicable only to Agency-
25X1A funded procurement activities, 25X1A

- there is a general consensus that the regulations are
a fairly accurate representation of what should and frequently
does occur in the procurement cycle. , calling for 25X1A
pre-contact consultation with this Sta is not always fol-
lowed but this is mainly a reflection of inexperience on
the part of certain components (NPIC being a principal of-
fender) rather than a fault in the regulation.

3. That portion of -which sets forth the re- 25X1A
sponsibilities of the Director of Security, i.e.
is perfectly consistent with our actual practices wit one
exception - there is no focal point or referent to develop
Agency security policy for industry, a need that has long
been felt on this Staff which has been forced to make
"ad hoc" policy decisions in those areas where no established
security policy exists and no single point within OS was
authorized to provide policy guidance.
4. It should be noted in passing that the final
25X1A paragraph of _ which states that OL will coordinate the
25X1A activities of the Agency's industrial security officers when
more than one directorate is dealing with the same con-
tractor does work with Ag rocurement but clearly
is not meant to apply to contracting as well.
