In all incidents which may result in sigOfficertwilluimme-
or unfavorable publicity, the Security Duty
diately contact the Senior Duty Officer and the Assistant to
the Director. An Incident Report Form will be completed. The
Security Duty Officer will monitor the news media-and supply,
on the next working day, relevant information to the Assistant

The Chief, Physical Security Division or the Chief,
Headquarters Security Branch will be contacted by the
Security Duty Officer .in connection with any of the fol-
lowing problems or situations:
(a) A report that Agency classified information
has been found outside the Agency by other than an
authorized custodian.
(b) Any evidence of a physical penetration of
CIA premises (confirmation of this evidence requires
that the Director of Security be called immediately).
(c) Any evidence of an unauthorized entry into a
CIA building.

11. BOMB THREATS AND i,THER THREATS TO AGENCY BUILDINGS
(a) When the Security Duty Officer is alerted to
' a condition which would interrupt the normal occupancy
of Agency buildings, he is to contact the Director of
Security, the Deputy Director of Security (PTOS), the
Chief, Physical Security Division, the Chief, Headquar-
ters Security Branch, and the Chief, Safety Branch. He
.will also initiate coordination between the Office of
Logistics, GSA, and other interested officials. These
conditions include fire, flood, power outages, water
shortages, and structural damages.
(b) When the danger to a CIA building is a bomb
threat or a suspect package, the Security Duty Officer
plemented or not on cases such as this, the Safety-Branch
should be called along with the Chief, Physical Security
Division.
(c) When the danger to a CIA facility is due to riot,
explosives, civil disturbances, and similar disorders,

the Security Duty Officer will.,r~otify the Director
of Security, the Deputy Director of Security (PTOS),
the Chief, Physical Security Division, the Chief,
Headquarters Security Branch, and the Chief, Safety
Branch.

12. REQUESTS FOR POLITICAL ASYLUM
The U.S. Department of State has issued a policy paper
which sets forth that requests for asylum by foreign nationals
must immediately be referred to the Department of State, and
no U.S. Government personnel should arbitrarily or summarily
refuse a request for asylum or for temporary refuge. The
general philosophy is that the U.S. Government will provide
protective custody for the requester-and will use force should

13. THE SECURITY DUTY OFFICE EMERGENCY FUND
Any of the following Office of Security officials are
authorized to approve disbursements from the Security Duty
Office Emergency Fund:
Director of Security
Deputy Director of Security
Senior Security Duty Officer (at the time of the
request)
Security Support Division Duty Officer
If none of the above can be located, the Chief, Physical
Security Division and the Chief, Operations, PTOS can also
authorize disbursements.
